Bill C-9, the Carney government’s so-called “Combatting Hate Act” has cleared its final vote in the House of Commons and is now headed to the Senate. While hate and prejudice deserve to be condemned, Bill C-9 is a direct threat to the Charter right to freedom of expression and freedom of religion: creating a new standalone hate offence, criminalizing the display of particular symbols, and threatening good-faith expression of deeply held religious beliefs.
