A Windsor man was handcuffed and ticketed after peacefully skating outside City Hall while holding a protest sign, prompting the Canadian Constitution Foundation to assist with his defence.

On January 5, 2026 Spencer Allossery skated on the public rink outside Windsor City Hall while holding a sign criticizing what he viewed as a lack of transparency in the city’s annual budget, following reports of an unusually high number of redacted items. The rink is located directly outside City Hall and is visible to both the public and councillors meeting inside.

Mr. Allossery was approached by security and police, ordered to leave, and, after declining to leave the public property, was handcuffed, escorted off the premises, and issued a $65 ticket under the Trespass to Property Act.

The CCF will assist Mr. Allossery in seeking dismissal of the charge, arguing that his peaceful protest was protected by section 2(b) of the Charter and took place in a traditional public forum where freedom of expression is expected to occur.
